Without lock-up in OD it's still a .7 gear but you'll be overheating the trans. It's kind of a double jeopardy thing, first if you will be crusing at an rpm lower than your converters stall speed the converter will constantly be slipping and heat up . Then all gears except OD multiply the work of the engine or at least pass it on even (1:1).

4- I cannot attest whether the VW torques converter moves per capita as much as any other TC, so on this point you could argue well, but I see little chance for movement on this, and cannot reference whether the 090 or 003 torque converters are full lock up or not. There are probably more finer points to argue, but not worth it.

When the front cover distorts it reduces the contact area for the internal lock-up clutch disk which then slips, causing increased heat and debris to be sent through the transmission fluid into the rest of the transmission. This can have a cascading effect that will eventually cause the torque converter lock-up to fail entirely.
